Upgraded from a flag: post-enforcement, 020500 revokes the ONLY attestation writer (`prove_…_rpc_only_worker`) while the runtime guard still requires a proof attested **< 7 days** — so prod cycle-count commands fail-closed on **2026-07-25** with no legitimate renewal path.
